The Green Deal and Sustainable Finance in the EU

The European Green Deal is a comprehensive strategy devised by the European Union (EU) aimed at making Europe the first climate-neutral continent by 2050. It is a cornerstone of the EU's efforts to fight address climate change and promote sustainable development and economic growth. 


One of the pillars of the Green Deal is finance. Sustainable finance plays a crucial role in achieving the ambitious goals of the Green Deal. It involves directing financial resources towards environmentally sustainable investments and projects. By mobilising private capital to fund green initiatives, the EU can accelerate the transition to a low-carbon economy and create new economic opportunities. The European Commission has pledged to mobilise at least €1 trillion in sustainable investments over the next decade. Integration of sustainability into the EU's financial system is integral to this aspect. 


The EU has taken steps to integrate sustainable practices into its financial system. The first is a set of four regulations. A taxonomy regulation establishes a common classification system for sustainable economic activities. It provides clear criteria for determining whether an economic activity can be considered sustainable, helping investors and businesses make informed decisions. Disclosure regulation requires companies to disclose information about their environmental and social sustainability risks. It aims to improve transparency and enable investors to assess the sustainability performance of companies. Benchmark Regulation introduces new benchmarks that incorporate environmental and social factors. It encourages investors to consider sustainability when making investment decisions. Lastly, the Sustainable Finance Disclosure Regulation (SFDR) sets out disclosure requirements for financial market participants, including investment funds and asset managers. It aims to enhance transparency and comparability of sustainability information. 




The EU Commission also adopted the Action Plan on Financing Sustainable Growth in 2018. This plan has three objectives: to shift more capital towards sustainable investment and inclusive growth; to manage the financial risks due to climate change and environmental degradation; and to foster transparency in economic activity. It outlines a series of measures to mobilise private capital for sustainable investments. It includes initiatives to promote green bonds, develop green financial products, and support green infrastructure projects. The European Green Bond Standard is a voluntary standard to promote the issuance of high-quality green bonds. Set to take effect in December 2024, the Standard will establish uniform requirements for issuers and aims to create a clear and consistent framework for issuers and investors, ensuring that green bonds are genuinely used to finance environmentally sustainable projects. 


The EU's efforts to integrate sustainability into the bloc’s financial systems are having a significant impact on the sustainable finance landscape. The EU's policies have encouraged increased investment in green projects and sustainable assets. The bloc’s disclosure requirements have improved transparency for investors, allowing them to make more informed decisions. New green financial products such as green bonds and loans have emerged, providing investors with opportunities to support sustainable projects. The EU's efforts have contributed to aligning financial flows with the goals of the Paris Agreement. 


The EU Green Deal is a crucial component of global climate action. Its success means a climate neutral, sustainably developed Europe, and could set a standard for integration, economic growth and a circular economy.
